DJ Dave Morrissey cues up a record while broadcasting from the Chicago Independent Radio Project (CHIRP), in the city’s North Center neighborhood. Later this year, the FCC will start distributing FM radio licenses to non-profit groups (such as CHIRP Radio)that want to start FM stations in urban areas. They’ll be required to use only 100 watts or less, meaning that only people within a 10-mile radius will be able to listen on the radio. Various organizations have been lobbying the government for over a decade to pass this new law.
